Let’s look at the information available:

1. The blame is based on an FIR filed against Dr.Sambhaji. The details of which are not available.
2. What is available in the article is the prior record of Dr. Sambhaji — 12 cases including rioting, trespassing, criminal intimidation,etc.,

What can it mean:
a) Filing of FIR doesn’t mean the person is guilty. Anybody can file an FIR against anyone.

Listen to sound arguments from everyone, be respectful to people on both the sides of the argument even if you feel they are wrong, most probably they’re thinking the same about you. Remember, both of you want the same thing — Peace. Resolution of the issue is, mostly, in everyone’s interest.
